Purchase A Pre-Existing Home

An ecoSMART Agent can help you locate a home for purchase and guide you through the tests required to qualify the house for an Energy Efficiency Mortgage ( discussed more below ) which will allow you to finance a certain amount of the necessary items required to make a home more energy efficient.


Blower Door and Duct Blaster Tests

These tests measure house and duct system air leakage and identify the places that need repairs to reduce the leakage. Once these tests are completed it is possible to have a Home Energy Rating System (HERS) analysis performed; which can help you if you want to apply for an Energy Efficiency Mortgage (EEM, discussed in more detail below).


Home Energy Rating System Analysis (HERS)

A Whole-House Home Energy Rating is a comprehensive evaluation of the efficiency of the entire home. The homeowner receives a written report that includes a numeric score or “rating” of the home, plus recommendations for improvements that will reduce energy bills and make the home more comfortable. Knowing the energy rating of your home is similar to knowing the miles per gallon rating of your car.

The California Energy Commission has developed the California Home Energy Rating System (HERS) Program to cover almost every type of residence in California. This includes new and existing single-family homes and multifamily buildings of three stories or less.

Energy Efficient Mortgage

FHA's Energy Efficient Mortgage program (EEM) helps homebuyers or homeowners save money on utility bills by enabling them to finance the cost of adding energy efficiency features to new or existing housing as part of their FHA insured home purchase or refinancing mortgage.

All persons who meet the income requirements for FHA's standard Section 203(b) insurance and can make the monthly mortgage payments are eligible to apply. The cost of the energy improvements and estimate of the energy savings must be determined by a home energy rating system (HERS) or an energy consultant. The cost of an energy inspection report and related fees may be included in the mortgage.
